Meet the Candidates below!
Since 2019, Virginia for Everyone PAC, led by State Senator Jennifer Carroll Foy, has been on a mission to elect leaders that will fight for working families, defend our fundamental rights and make real change to improve the lives of people across Virginia.
Democrats hold a slim 51-to-49 lead in the Virginia House of Delegates, narrowly holding off the extremist agenda of Republicans aligned with Trump.
Now more than ever, we must hold and expand the Democratic majority in the Virginia General Assembly.
Elected to Represent HD-21 in 2023.
Josh Thomas is a Marine veteran, attorney, and public servant representing Virginia’s 21st House District. Raised in a small town with strong working-class values, Josh was inspired by his family’s commitment to service and his brother’s example as a Marine. After 9/11, Josh answered the call to serve, training in Quantico and leading Marines on deployments in Afghanistan and the Middle East.
Following five years of active duty, Josh earned his law degree from William & Mary, where he met his wife, Mahlet. As an attorney, he’s focused on building stronger communities—helping small businesses, supporting affordable housing, and advocating for vulnerable populations. When the COVID-19 pandemic hit, Josh stepped up once again, joining Virginia’s Medical Reserve Corps to help mitigate the crisis.
Josh has continued to serve by defending veterans, supporting the LGBTQ+ community, and securing asylum for Afghans fleeing violence. In the House of Delegates, Josh continues to champion Virginia’s working families. He believes in bringing people together, regardless of party, to solve real problems. Just as he did in the Marines, he’s ready to lead with courage, listen with compassion, and fight for a future where every family can thrive.

Raised in the community he serves, Joshua Cole is a local pastor, husband and father of two. Josh’s faith and commitment to service guided him as a Delegate in bringing back historic investments in our schools, public safety, transportation infrastructure and better access to quality affordable healthcare.
In 2019, Joshua Cole became the youngest person and the first Black person elected from the Fredericksburg region to the General Assembly, representing HD-28. During his term, he championed major investments in public education, transportation, public safety, and access to affordable healthcare.
Known for his people-first approach, Delegate Cole championed affordable healthcare, higher wages, expanded voting rights, and free community college. He fought for reproductive freedom, workers' rights, and environmental protections, while leading landmark efforts like renaming Jefferson Davis Highway and implementing automatic voter registration.
In 2021, Joshua lost the district by less than a 1,000 votes in a difficult off-year election. After declaring his candidacy for the newly redrawn 65th district in 2023, he was once again elected to represent Fredericksburg area families in the General Assembly. Joshua is committed to supporting working families, future generations, and attracting good-paying jobs to the region.

Nadarius Clark is a working-class activist, organizer, and Delegate in the Virginia General Assembly. Born in Norfolk and raised in Portsmouth, he comes from a military and entrepreneurial family, grounded in faith at Zion Community Church in Suffolk. A graduate of Virginia Union University, he earned a degree in Music and Theatre and served as head drum major of the “Ambassadors of Sound.”
His activism began after a 2016 KKK march disrupted his HBCU campus. He has worked with advocacy groups and helped elect Bobby Scott, Tim Kaine, and Joe Biden.

A proud daughter of Hopewell, Kimberly was raised in the “Five Forks” area. She was shaped by the rich traditions of the Tri-Cities and the local memories of her childhood - though this was not without challenges.
Growing up in a single-parent home, she became a latchkey kid at age 7 due to the unaffordable cost of childcare. Her mother, a school Crossing Guard, worked tirelessly to support the family. Her father, a union worker at a local chemical plant, and her mother both emphasized the value of education. Their guidance led her to graduate from Hopewell High School and earn scholarships to attend Virginia Tech.
After graduating in 2005, she began her career at a CPA firm before transitioning to public service as an Auditor for the Commonwealth of Virginia. For nearly two decades, she has served with integrity in roles including Auditor, Accountant, Assistant Director, and Director. Regardless of the title, her mission has remained the same: do the work, and do it right. That same commitment is now driving her campaign—because it’s time to send a real accountant to Richmond to do some real auditing.
Kimberly first ran to represent HD-82 in 2023. While a recount was conducted following the razor-thin margin of results on Election Day, Kimberly Pope Adams conceded after falling just short by 53 votes.
If you’re feeling the weight of the last election, you’re not alone—and Lily understands that deeply. In 2023, Lily ran for a seat in a rural Virginia district and came just 183 votes short. Along the way, she sat with thousands of people on front porches and in kitchens, listening to their stories.
Those conversations revealed the everyday struggles so many are facing—and they’re exactly what inspired her to step up once again, this time for the 41st House District, with a fierce commitment to real change.
What Lily witnessed wasn’t just frustration—it was a call for leaders who tackle real, urgent challenges: affordable homeownership and fair rental options, meaningful tax relief, accessible childcare, protecting reproductive freedom, and delivering quality education. These aren’t just policy points for her—they’re lived experiences. Like many in her community, she knows what it means to struggle, and she refuses to accept that as the norm.
Lily's journey has shown her that a future where everyone can thrive isn’t a distant dream—it’s a promise worth fighting for. She’s ready to build that future—and she’s inviting Virginians to join her in creating a Commonwealth where every family, every community, and every individual has the opportunity to succeed.
